Policy for minimisation of plastic use

For the purpose of reducing plastic waste in the campus efficiently, National Cheng Kung University (NCKU) formulated plastic reduction regulations and promoted green procurement, to efficiently guide the divisions through reducing plastic and carrying out environment protection.

1. NCKU Plastic Reduction Regulation
NCKU formulated the regulations to promote the divisions to prepare their own cutlery and container. This is to reduce the use of single-use plastic.

2. NCKU Green Procurement
The procurement team at NCKU has launched a green procurement program, requiring all units to prioritize the purchase and use of eco-friendly products. Units can choose reusable items or recycled products from designated procurement categories to reduce the use of single-use items. This includes purchasing stationery made from recycled paper, recyclable toner cartridges, recycled textiles, whiteboard markers that can be refilled, and using thermos bottles instead of plastic containers. Regular performance assessments will be conducted to reduce waste at the source.

3. NCKU Contract for Business Partnerships
In line with the government’s plastic reduction policy, the contract specifies restrictions on the use of plastic shopping bags and straws.
 
  1. NCKU Plastic Reduction Guidelines 
 
On September 21, 2022, during its 214th Administrative Meeting, NCKU adopted the “Campus Plastic Reduction Policy,” aiming to reduce the use of single-use plastic products and promote a circular, low-carbon, and sustainable campus. The policy stipulates that campus meetings should avoid providing bottled water and plastic lunch boxes, refrain from offering paper cups and plastic utensils, and encourage the use of reusable cups and tableware. Administrative units are required to avoid single-use plastic bags and straws, reduce the procurement of excessively packaged products, and promote eco-labeled goods. The policy also advocates bringing personal reusable containers and raising environmental awareness among faculty and students, fully implementing source reduction and demonstrating the university’s institutionalized commitment to plastic reduction and sustainability.

  1. NCKU’s Green Procurement​​​​​​​

Following the policies of the Environmental Protection Administration, NCKU actively promotes “Green Procurement,” requiring all units to prioritize environmentally friendly products in small-scale purchases. The university’s procurement system is linked to the EPA’s Green Procurement Online Reporting System, where product eco-label, energy-saving, or water-saving certification numbers must be entered to ensure compliance with environmental standards. The university also emphasizes that purchasing non-eco-friendly products will affect institutional performance evaluations, thereby encouraging all units to give priority to certified green products. This measure not only strengthens sustainable campus management but also complements the university’s plastic reduction policy and circular campus goals, demonstrating NCKU’s institutional commitment to environmental responsibility through procurement practices.

  1. The Item List of Green Procurement
​​​​​​​
In line with government environmental policies, National Cheng Kung University (NCKU) has established a “Green Procurement – Bonus Item List,” comprising 117 items that cover a wide range of categories, including office supplies, industrial equipment, and daily-use products. The list includes low-voltage energy-saving transformers, recycled paper, eco-friendly ink, biodegradable PLA cup lids, reusable containers, footwear, air filters, mops, and more, all of which must comply with eco-label requirements or relevant standards. The university requires all units to prioritize eco-friendly products in the procurement process and incorporates these purchases into performance evaluation as bonus criteria. This institutionalized measure demonstrates how NCKU integrates green procurement into daily campus operations, not only reducing resource waste but also advancing the development of a low-carbon, circular, and sustainable campus.​​​​​​​
