According to the “NCKU Library Access and Reading Regulations”, NCKU Library establishes clear and publicly accessible "Access Guidelines", to ensure open admission for the general public across its Main Library and branch facilities. External visitors aged 16 and above can obtain an entry pass free of charge by presenting a valid government-issued ID card, driver's license, health insurance card, or student ID at the circulation desk. This grants full access to physical book collections, academic periodicals, and public study spaces. - NCKU Library One-Stop Search Service: Open Access to Books and Scholarly Publications
NCKU Library provides a bilingual "One-Stop Search Service," enabling the public to freely explore the university’s physical books, scholarly journals, conference proceedings, and dissertations online. Commuters, independent researchers, and community visitors can seamlessly locate specific publications prior to or during their on-site visits. To optimize accessibility, NCKU launched a 360-degree interactive 3D virtual tour mapping the Main Library’s entrance lobby, multi-floor reading halls, thematic collections, and exhibition spaces, allowing the public to familiarize themselves with library facilities remotely.

NCKU Library spearheads the "Books One City" mobile outreach initiative, actively extending campus literary and educational resources beyond university gates into local communities, primary/secondary schools and elderly care center. Partnering with regional civic libraries, publishers and local enterprises, the project hosts thematic book fairs, author forums, and collaborative reading workshops, championing lifelong learning and public literacy.
