Since 2024, National Cheng Kung University (NCKU) has fully extended its “Minimisation and Green Procurement Policy” to outsourced suppliers and internal and external partners, ensuring that the policy is implemented across equipment, stationery, and construction procurement chains. In accordance with Article 96 of the Government Procurement Act and Environmental Protection Administration (EPA) regulations, the University requires that at least 95% of campus procurement must consist of certified green products, and priority must be given to environmentally labeled products within joint supply contracts. NCKU also mandates that no less than 25% of procurement funds be allocated to products from organizations employing persons with disabilities, thereby integrating social responsibility. In addition, the General Affairs Office has installed smart recycling machines and established a green procurement information platform to ensure transparency. These measures demonstrate that NCKU has extended its minimisation policies beyond internal campus practices into supply chain management, ensuring that contractors, outsourced services, and procurement processes all align, advancing a low-carbon, circular campus and contributing to the achievement of the SDGs.
  1. SDGs Area of Office of General Affairs (2024)
NCKU’s Office of General Affairs published its 2024 performance on the SDG platform, highlighting the university’s efforts in sustainable development. The university has installed multiple “smart recycling machines” in locations such as the Student Activity Center, Yun-Ching Dorm, Life Science Building, Kuang II Dorm, and the Department of Resources Engineering. These machines facilitate the recycling of plastic bottles, aluminum cans, and other materials, while a digitalized system improves recycling efficiency. By integrating technology with environmental education, this initiative not only enhances traditional recycling processes but also encourages students to actively participate in the circular economy. It aligns with SDG 12: Responsible Consumption and Production, showcasing NCKU’s concrete actions in plastic reduction, resource reuse, and sustainable campus management.
 
  1. Green Procurement
Following Article 96 of the Government Procurement Act and EPA regulations, NCKU actively promotes green procurement, requiring all units to prioritize products with eco-labels during purchasing. According to the regulations, the annual procurement ratio for designated items must reach 95%, with targets reviewed and adjusted annually by the EPA to ensure sustainable performance. This measure covers office supplies, IT equipment, building materials, and other sectors, extending environmental requirements to the supply chain and external vendors to ensure procurement practices align with carbon reduction and circular economy principles. Through legal frameworks and performance evaluations, NCKU demonstrates institutionalized practices in campus governance and sustainable development. The information is also publicly accessible, enhancing transparency and reinforcing social responsibility.
 
  1. Priority Procurement of Equipment for Individuals with Disabilities or Group Purchasing Procedures
According to relevant regulations, National Cheng Kung University (NCKU) requires that at least 25% of its total procurement amount be allocated to purchasing products and services from organizations or groups for persons with disabilities. The procurement process includes logging into the priority procurement platform, filling in the required goods or services information, announcing the tender, and having the organization or group undertake the contract and provide quotations. The procedure is then completed through the university’s internal system, including registration, printing purchase orders, and official approval. This system not only supports employment and production opportunities for disadvantaged groups but also demonstrates the university’s commitment to social responsibility and sustainable development within its procurement policies.
 
  1. Inter-entity Supply Contracts
NCKU requires that the annual green procurement target reach 90%. Therefore, when selecting designated items under joint supply contracts, all units must prioritize products with eco-label certification. The procurement process includes using the “Product Search” or “Comprehensive Search” functions to filter for first-category environmental protection products (eco-labeled items), ensuring that purchases comply with sustainability standards. This measure institutionalizes environmental requirements and uses the contract platform as a tool to ensure that all units on campus give priority to eco-friendly products during procurement. It demonstrates the university’s strong commitment to environmental responsibility in both supply chain management and policy implementation.
