NCKU's Principles on Corruption and Bribery

National Cheng Kung University (NCKU) has established comprehensive policies to uphold integrity and prevent corruption, aligning with the goal of fostering just, transparent, and accountable institutions. The following highlights NCKU’s anti-corruption and institutional integrity measures:

Academic and Research Integrity Framework
NCKU has established the Office of Academic Integrity, which enforces clear regulations to prevent research misconduct, including fabrication, falsification, and plagiarism, thereby ensuring transparency and credibility in academic activities.

Faculty Discipline and Dismissal Regulations
According to NCKU’s Regulations for Faculty Appointment, any faculty member involved in serious misconduct, including corruption, is subject to mandatory dismissal and prohibited from future reappointment. This ensures integrity within both the educational and administrative systems.

Through its comprehensive and enforceable integrity and anti-corruption policies, NCKU demonstrates a zero-tolerance stance toward corruption, reinforces institutional accountability, and promotes a culture of academic and administrative integrity. These efforts safeguard public trust, ensure responsible governance, and position NCKU as a key model of good governance and academic integrity in Taiwan.

National Cheng Kung University (NCKU), upholding the principles of integrity and responsible governance, has publicly issued an “Anti-Corruption and Integrity Declaration,” explicitly prohibiting all forms of corruption, fraud, and improper gain. The university has established reporting mechanisms and ethical guidelines, and regularly conducts integrity education and legal compliance training to cultivate honesty and accountability among faculty, staff, and students. Through transparent governance and a culture of integrity, NCKU is committed to building a corruption-free campus and advancing UN SDG 16 — Peace, Justice, and Strong Institutions.

It regulates the acceptance of gifts, social entertainment, requests for favors, and part-time engagements by civil servants and relevant university personnel, implements reporting and notification systems, strengthens ethical conduct evaluations, and provides integrity consultation services. Through transparent and fair management procedures and training, NCKU fosters a friendly campus, safeguards the rights and interests of faculty and students, and upholds the spirit of peace and justice.
 
  1. Conflict of Interest Avoidance Zone for Public OfficialsOffice of Academic Integrity, NCKU
NCKU, in accordance with the Public Officials’ Conflict of Interest Avoidance Act and related government announcements, establishes regulations for faculty, staff, and related personnel to address potential conflicts of interest in grants, transactions, and contracts, clearly defining applicable standards and providing application and review guidelines. Through proactive notification and regulatory measures, NCKU implements conflict of interest avoidance, ensuring fair and transparent campus operations.

NCKU has established a comprehensive academic integrity system, setting up the Office for Academic Integrity to coordinate education, prevention, management, consultation, and reporting mechanisms. It regulates the disclosure and review of research-related conflicts of interest, provides ethics education courses, and investigates and handles cases of academic misconduct by faculty, researchers, and students according to dedicated procedures. Through systematic management and educational resources, NCKU fosters a fair, transparent, and high-quality research environment, upholding the principles of academic integrity.

NCKU, in accordance with its organizational regulations and relevant laws, has established the Regulations Governing Teacher Recruitment to clearly define the academic, teaching, and research qualifications required from lecturers to professors. The University emphasizes moral integrity and professional excellence to ensure fairness and transparency in the recruitment process. Through institutionalized qualification reviews and adherence to legal standards, NCKU upholds integrity within its educational and administrative systems, establishes high-quality faculty standards, and safeguards fairness and professionalism in academic development.

 
  1. Ethics and Integrity Code
NCKU follows government integrity regulations to establish a comprehensive administrative ethics and management system, including overtime control, flexible working hours, and performance evaluation mechanisms to ensure fairness and employee well-being. The university strictly adheres to the Civil Servants’ Ethics Code, the Act on Recusal of Public Servants Due to Conflicts of Interest, and administrative neutrality regulations, enforcing clear rules on gifts, solicitations, and social engagements. Through institutionalized management and educational promotion, NCKU fosters a clean, just, and accountable culture of campus governance.
