Pedestrian priority on campus
National Cheng Kung University implements pedestrian priority through regulation, engineering controls, and transparent governance.
On the regulatory side, the Regulations on the Control of Vehicles Driving on Campus explicitly list “failure to yield to pedestrian priority” as a violation subject to enforcement, embedding pedestrian-first principles in the governance framework.
On engineering and operations, the Office of General Affairs promotes a pedestrian-only signal phase that requires all vehicles to stop during that phase to protect pedestrians at intersections, with penalties applicable for violations. The Campus Traffic Management Committee has also approved a pilot Pedestrian-Priority Zone: speeds within the zone must not exceed the campus limit of 25 km/h; traffic-calming measures are installed; pavement color/material is changed with start and end signage at both ends. The pilot begins on the Sheng-Li Campus and will be expanded based on results.
For transparent governance, the Military Training Office maintains a Traffic Safety Portal compiling Traffic Safety Education Committee meeting minutes and outreach materials, ensuring that policies and implementation are fully traceable.
- Regulations on the Control of Vehicles Driving on Campus at National Cheng Kung University:
Article 23 of the Regulations on the Control of Vehicles Driving on Campus at National Cheng Kung University lists various types of vehicle violations, including forging or lending permits, parking without authorization, failing to renew permits or pay fees, speeding, honking or creating noise that disrupts classes, improper parking, driving in the wrong direction, occupying EV charging spaces without charging, submitting personal information for others to apply for parking rights, failing to yield to pedestrians, or violating traffic laws. Overall, the purpose is to maintain traffic order on campus and promote pedestrian priority, ensuring that vehicles do not interfere with teaching and campus life.
- Pedestrian-Only Signal Phase:
A “pedestrian-exclusive phase” refers to a specific green-light interval in traffic signal design that allows only pedestrians to cross, with all vehicles completely prohibited from passing, in order to ensure pedestrian safety. National Cheng Kung University (NCKU) has also promoted this measure along with related awareness campaigns, such as organizing pedestrian safety activities on campus to help faculty, students, and community residents understand and follow traffic regulations. This initiative effectively reduces the risk of traffic accidents, creates a more pedestrian-friendly environment, and enhances safety for those walking on campus and surrounding roads.
- Pilot Pedestrian Priority Zone (Regulations: Vehicle Speed Within the Zone Must Not Exceed the Campus Limit of 25 km/h; Installation of Speed-Reduction Measures; Pavement Color/Material Changes and Signage at Both Ends):
National Cheng Kung University (NCKU) has planned a pilot “Pedestrian Priority Zone” in the Sheng-Li campus, starting from the south side of the current control gate and extending to the north side of the fence near Sheng-9 Dormitory. Vehicles entering this area must comply with the speed limit of 25 km/h and are subject to speed-reducing measures to ensure pedestrian safety. The entrances and exits of the zone are paved with materials or colors different from the surroundings and equipped with signs to alert road users, creating a clearly identifiable pedestrian-friendly space. This initiative aims to reduce vehicle speeds, strengthen pedestrian-vehicle separation, and enhance walking safety and environmental quality on campus.
- NCKU Traffic Safety Zone:
National Cheng Kung University (NCKU) has established a “Traffic Safety Section” on its official website to enhance traffic safety awareness among faculty and students through educational materials and campaigns. For example, the poster “At Intersections, Who Goes First?” illustrates different scenarios at signalized and non-signalized intersections, explaining principles such as pedestrian priority and the rule that turning vehicles must yield to straight-going vehicles or pedestrians. The content uses diagrams and the mascot “Bear Ping-An” to reinforce the message. It covers rules on yielding, the order of precedence between left- and right-turning vehicles, and safe passage in special situations, emphasizing the importance of “stop, look, listen, and yield to pedestrians.” The initiative aims to create a safer and more pedestrian-friendly environment both on campus and in surrounding areas.
- 2023 Traffic Safety Education Committee Meeting Minutes:
The 2024 Traffic Safety Education Committee meeting at National Cheng Kung University (NCKU) was held on October 17, with participants including representatives from both on- and off-campus units as well as faculty and student representatives. The meeting emphasized the importance of campus traffic safety, highlighting the need to strengthen traffic safety awareness through education and to analyze data to identify the causes and hotspots of accidents. Key discussion points included heavy traffic flow around the campus, the need for improvements in accident-prone areas, enhancing pedestrian-vehicle separation and implementing pedestrian-exclusive signal phases, and promoting cooperation with external agencies. Faculty experts suggested collecting long-term data for reference and improving both education and infrastructure. The meeting concluded by stressing that traffic safety is a shared responsibility across the entire university and that continued efforts in education campaigns and facility improvements are essential to reducing accident risks.
