NCKU’s Disability Accommodation Policy

National Cheng Kung University (NCKU) has established and publicly released comprehensive accommodation policies for students with disabilities, ensuring equal support throughout admission, study, and campus life. The university has a Special Education Implementation Committee and a professional Resource Classroom responsible for policy planning, case evaluation, and service delivery. NCKU has also formulated guidelines for the recruitment and evaluation of Resource Classroom counselors to guarantee service quality. Students can apply for preferential tuition reductions and the Deep Cultivation Scholarship for financial assistance as needed. All policies, application procedures, and contact information for support staff are fully available on the official website, demonstrating NCKU’s strong commitment to education for people with disabilities.
 
  1. NCKU Counseling Division
 
The NCKU Resource Classroom is an important support unit for students with disabilities on campus and is described as “a second home.” It coordinates and implements special education support services, helping students adapt to university learning and campus life while reducing limitations caused by disabilities. Its functions include assisting students in integrating into the learning environment, providing companionship and counseling, facilitating campus adaptation, and serving as a bridge between students, faculty, and administrative units to ensure smooth communication and promote comprehensive support and assistance.





 
  1. NCKU Guidelines for the Employment and Evaluation of Resource Room Counselors
 

NCKU defines the roles and responsibilities of Resource Classroom counselors. Their key functions include acting as a bridge of communication, advocating for campus accessibility needs, referring students to psychological counseling, providing consultation on special education matters to faculty and students, and integrating both internal and external resources. Their duties cover drafting special education plans, assisting students in applying for financial aid, arranging exam accommodations and support measures, promoting individualized support programs, improving campus accessibility facilities, and handling ad hoc tasks. These measures ensure that students with disabilities receive appropriate and effective assistance.

 

  1. NCKU Directions of Establishment of Special Education Implementation Committee

NCKU, in accordance with the Special Education Act, has established a dedicated committee responsible for planning and implementing learning and life support services for students with disabilities. Eligible students are those officially enrolled who hold a disability certificate or have been verified by competent authorities. The committee’s main duties include reviewing the annual special education plan, supervising program implementation, assisting with identification and counseling, formulating support measures, providing exam and learning accommodations, and promoting improvements to campus accessibility. This committee serves as a public and institutionalized support mechanism to ensure that students with disabilities receive comprehensive assistance during their studies.

 
  1. Tuition Concession

NCKU provides a tuition and fee reduction program for children of persons with disabilities. Eligibility requirements include: the household’s total annual income must not exceed the specified threshold; applicants must submit relevant documents such as the disability certificate of the parent or legal guardian, the student ID, and household registration records. Applications must be completed and required documents uploaded within the announced deadlines each semester. This measure is a publicly available financial support scheme aimed at reducing the burden on families and safeguarding the educational rights of students with disabilities and their families.

 
  1. The guidelines for the NCKU Deep Cultivation Scholarship
 
NCKU has established a financial aid program in line with the Ministry of Education’s Higher Education Sprout Project. Eligible applicants are officially enrolled domestic students who meet one of the following conditions: low-income households, middle–low-income households, students with disabilities or children of persons with disabilities, students from special family circumstances, Indigenous students, new immigrants or their children, pregnant students or those raising children under the age of three, or students experiencing sudden family hardships or other special circumstances verified by the university. Priority is given to those with greater financial need. This policy, publicly regulated, ensures that students with disabilities receive economic support and helps reduce their financial burden in pursuing higher education.
