NCKU would carry out procurement under the principles of maintaining public interest and fairness, and would not discriminate against suppliers with unjustifiable reasons.
The following constraint principles should be written in the procurement contract:
- The supplier should hire the disabilities and the aboriginals according to the People with Disabilities Rights Protection Act, Indigenous Peoples Employment Rights Protection Act and Government Procurement Act.
- The supplier should pay the full-time employees in the contract period, and not less than the minimum basic wage stipulated by the Labor Standards Act.
- Protect the rights and interests of dispatched workers (those who hired by the supplier, stationed at the workplace of the agency and do the work stipulated in the contract): The supplier should should sign a written contract with the workers to specify the worker’s rights including working conditions, employment and gender discrimination prohibition, sexual harassment prevention, compliance obligations, violation responsibilities, and matters needing attention in the working period. The contract should be sent to the agency for memorandum.
- The supplier should promise the labor conditions for taking leave, special leave, overtime (extended working hours), and year-end bonus (bonus or distribution bonus) and other wages shall be paid according to labor standards. Law and its implementing rules, labor leave rules and gender work equality law.
- The supplier should prevent all kind of sexual discrimination by Enforcement Act of Convention on the Elimination of All Forms of Discrimination against Women and Act of Gender Equality in Employment.
- The supplier could not fire, transfer or disadvantage the dispatched workers due to his/her complaint (including of sexual harassment) or help of complaint (including of sexual harassment).
