NCKU, NPU, and Penghu County Government Sign MOU to Promote Tech, Cultural, and Marine Innovation for Sustainable Development
National Cheng Kung University (NCKU) continues to deepen interdisciplinary collaboration and fulfill its University Social Responsibility (USR). On February 4, President Meng-Ru Shen (沈孟儒) led a delegation to Penghu to sign a memorandum of understanding (MOU) with National Penghu University of Science and Technology (NPU) and the Penghu County Government. Centered on the themes of “technology, culture, and the ocean,” the three parties will jointly develop testing and validation sites for unmanned vehicles, promote cultural initiatives and tourism innovation, and advance marine science research, thereby strengthening Penghu’s sustainable development and innovative marine applications.
The MOU encompasses a wide range of collaborative areas, including joint research, talent cultivation, technology development and validation, and the sharing of facilities and field sites. By integrating NPU’s local demonstration sites, NCKU’s forward-looking research capacity, and the policy support of the Penghu County Government, the partnership will deepen research in tidal green energy, seaweed-based carbon removal, smart aquaculture, and the blue economy. It will also facilitate on-site testing and practical implementation of technological achievements in Penghu, advancing the vision of “Low-Carbon, LOHAS Penghu,” while cultivating the next generation of talent equipped with interdisciplinary competence, a global ocean perspective, and innovative thinking.
NCKU stated that, as one of Taiwan’s leading comprehensive universities, it is committed to fulfilling its social responsibility and serving as a “think tank for local governance.” The university aims to collaborate with local communities and cities to contribute more concretely to national technological development, regional revitalization, and marine sustainability.
The MOU was jointly signed by NCKU President Meng-Ru Shen, Penghu County Magistrate Kuang-Fu Chen (陳光復), and NPU President Wen-Hsi Lee (李文熙). Representatives from NCKU attending the ceremony included Dean Wei-Chou Hsu (許渭州) of the Academy of Innovative Semiconductor and Sustainable Manufacturing (AISSM), Dean Shih-Chun Wu (吳士駿) of the College of Electrical Engineering and Computer Science, Chair Meng-Hsueh Chiang (江孟學) of the Department of Electrical Engineering, and Director Wei-Chen Tu (涂維珍) of the Institute of Microelectronics. Their presence underscored NCKU’s strong commitment to integrating internal research capacity and actively contributing to Penghu’s sustainable development.
Following the signing ceremony, President Shen and his delegation attended the inauguration ceremony of NPU’s new president, Wen-Hsi Lee. Having taught for many years in NCKU’s Department of Electrical Engineering, President Lee received NCKU’s heartfelt congratulations on assuming leadership at NPU. The university also expressed confidence that, under his academic vision and interdisciplinary leadership, NPU will embark on a new phase of development.
President Lee has been recognized by Taiwan’s Ministry of Education as a model educator. He has long been dedicated to industry–academia collaboration and advanced talent cultivation, and has made significant contributions to key technologies and industrial advancement in passive components, helping Taiwan maintain a leading position in the global supply chain.
