NCKU and CSU Establish Strategic Partnership to Jointly Cultivate High-Level International Talent
National Cheng Kung University (NCKU) and Cheng Shiu University (CSU) have officially joined hands to cultivate high-potential international talent, with a strategic focus on supporting outstanding foreign students in Taiwan to pursue advanced studies locally. On July 11, the two universities signed a Cooperation Agreement on Academic Exchange and Talent Cultivation at NCKU, symbolizing a shared commitment to strengthening Taiwan’s international talent pipeline and advancing the internationalization of higher education.
The signing ceremony took place at the Innovation Teaching Workshop, located in the East Wing of Yun-Ping Building, Kuang-Fu Campus, NCKU. Distinguished attendees witnessing the partnership included CSU Vice Presidents Rui-Wei Kung and Shin-Chieh Kung, along with Deputy Director of International Affairs Wo-Te Ko. Representing NCKU were Vice President Shyy-Woei Chang, Dean of Academic Affairs Sheng-Chih Shen, Vice President for International Affairs Sun-Yuan Hsieh, Deputy Dean of Student Affairs Yu-Ting Wu, and Deputy Vice President for International Affairs Shu-Jung Hu.
President Meng-Ru Shen of NCKU expressed his delight at the collaboration with CSU in nurturing international professionals. He emphasized that talent is crucial to national development and that Taiwan’s future hinges on the advancement of higher education. He noted that NCKU, as a resource-rich institution, has a responsibility to contribute not only to its own excellence but also to the development of neighboring institutions. This strategic partnership with CSU represents a win–win collaboration aimed at mutual growth and coordinated development. NCKU will fully support and coordinate in administrative matters to ensure the success of this alliance.
President Jui-Chang Kung of CSU remarked that it is a great honor to collaborate with NCKU, a top-tier university, in nurturing internationally competitive foreign talent. He highlighted the deep-rooted connection between the two universities, noting that CSU’s founding president and many of its faculty and administrators have come from NCKU. As CSU has evolved into a comprehensive university of science and technology, it has been actively promoting internationalization in alignment with Taiwan’s New Southbound Policy. The university currently hosts a significant number of foreign students, some of whom have gone on to pursue further studies at NCKU. He expressed hope that under NCKU’s leadership, the collaboration would play a vital role in building Taiwan’s international talent reservoir.
The partnership centers on supporting foreign students already studying in Taiwan by providing smooth pathways to pursue master’s and doctoral programs, enhancing their research capacity and professional expertise. Both institutions will leverage their strengths and integrate resources to meet the specific needs of foreign students. The goal is to provide comprehensive support during the transition to graduate-level studies and professional training, making Taiwan an even more attractive destination for higher education among international students.
Looking ahead, foreign students at CSU will have the opportunity to participate in exchange programs at NCKU, allowing them to experience NCKU’s research environment and teaching excellence first-hand. Those who wish to further their academic pursuits may apply for degree programs at NCKU, thereby expanding their academic horizons and enhancing their professional competencies. This initiative is expected to make a positive contribution to building a robust pool of high-level talent in Taiwan.
