Under the leadership of President Meng-Ru Shen, National Cheng Kung University (NCKU) has long been committed to cultivating global talent through diverse international partnerships and a comprehensive support system for students from different cultural backgrounds. To further expand these efforts, NCKU hosted the 2026 International Secondary School Principals Delegation from May 26 to 28, welcoming principals and senior administrators from leading secondary schools in six countries—Malaysia, Indonesia, Vietnam, Thailand, Japan, and South Korea—for exchange and collaboration. During the event, NCKU signed Outstanding Student Recommendation Admission Agreements with 16 secondary schools, providing recommended students with tuition waivers, scholarships, and other support measures upon admission to NCKU.

To strengthen multinational partnership networks, NCKU also organized the Inter-Institutional International Networking Banquet on the first day of the event (May 26). Representatives from members of the Southern Taiwan Recruitment Alliance, launched in 2025, were invited to participate, including representatives from National University of Tainan, I-Shou University, Chang Jung Christian University, Kun Shan University, Fooyin University, and Cheng Shiu University. The gathering served as a starting point for future collaboration between alliance universities and overseas secondary schools to support students’ educational and career development.

In his remarks at the banquet, NCKU Vice President Shih-Wei Chang noted that education must embrace diverse pathways in response to rapid global change. By integrating the strengths and distinctive characteristics of member institutions, the Southern Taiwan Recruitment Alliance aims to cultivate talent across various disciplines and help more international students pursue their academic aspirations in Taiwan. During the event, alliance universities introduced their educational philosophies and development priorities to the visiting school representatives, broadening opportunities for students with different interests and talents to pursue higher education and career development in Taiwan.

Vice President Chih-Cheng Hou of National University of Tainan highlighted the university’s strong tradition in teacher education and its commitment to nurturing interdisciplinary talent. International Affairs Director Ying-Chih Pu introduced the university’s strengths in fields such as history and the arts. Wu Tai-Chi, Director of the Office of International and Cross-Strait Affairs at I-Shou University, presented the university’s flexible academic system, academic programs, specialized research centers, and personalized learning support services. Chang Jung Christian University President Hui-Min Sun emphasized sustainability as a core institutional value. Ching-Ya Chiu, Director of the Office of International Affairs, introduced the university’s academic strengths and international exchange achievements, noting that it has established partnerships with 168 sister institutions worldwide.

Fooyin University President Jue-Shih Lin pointed out that one-third of Taiwan’s registered nurses are graduates of Fooyin University, demonstrating its strong foundation in nursing and healthcare education. International Affairs Director Chia-Lun Lo explained the university’s commitment to nursing education through personalized guidance and comprehensive support. Kun Shan University Vice President Shun-Hsiung Hou highlighted the university’s deep engagement in industry-academia collaboration and its longstanding connection with NCKU. President’s Office Secretary Nai-Hui Yeh introduced the university’s academic programs and diverse research fields, noting industry partnerships with companies such as TSMC, ASE Technology, Innolux, and Chi Mei. At Cheng Shiu University, Associate Director of International Affairs Gordon Kerr noted that the university is the only private university designated as the coordinating institution for the Ministry of Education’s New Southbound Overseas Base Program. Associate Professor Po-Chih Hung introduced the university’s educational achievements and international research centers, highlighting that more than 95 percent of its international graduates remain in Taiwan after graduation.

The opening ceremony of the International Secondary School Principals Delegation and the signing ceremony for the Outstanding Student Recommendation Admission Agreements took place on May 27 at the Future Venue on NCKU’s Sheng-Li Campus. President Meng-Ru Shen personally signed the agreements. Witnessing the ceremony were Vice President Shih-Wei Chang, Dean Hsiu-Chi Cheng of the College of Medicine, Dean Chun-Li Tsai of the College of Social Sciences, Vice President for International Affairs Sun-Yuan Hsieh, Associate Vice President for Academic Affairs Yueh-Heng Lee, Associate Vice President for Student Affairs Yu-Ting Wu, and Associate Dean Yao-Hsien Tsai of the College of Planning and Design, among other university leaders.

President Shen warmly welcomed principals and representatives from 19 schools across six countries. He noted that NCKU is one of Taiwan’s few comprehensive universities with a full spectrum of academic disciplines. The university has approximately 22,000 students, with international students accounting for roughly one-eleventh of the student population, reflecting a highly diverse and international learning environment. NCKU’s global rankings continue to improve, placing it among the world’s top 200 universities, a testament to its internationally recognized achievements in research and talent cultivation.

President Shen also emphasized NCKU’s commitment to international collaboration through partnerships and dual-degree programs with universities in Europe, North America, Japan, and other regions. In addition to studying in Taiwan, students have opportunities to participate in overseas exchanges and earn dual degrees, enhancing their global perspectives and future competitiveness. He expressed hope that the delegation would deepen cooperation between NCKU and participating schools, creating broader educational and development opportunities for students and helping more young people connect with the world and realize their aspirations through education and international exchange.

Following the signing ceremony, Vice President for International Affairs Sun-Yuan Hsieh introduced NCKU and provided a detailed explanation of the university’s recommendation-based scholarship program. The presentation helped principals and representatives from partner schools better understand the recommendation process and scholarship opportunities, ensuring confidence in recommending students to study and live in Taiwan.

The delegation’s itinerary also included an international student networking banquet, college and departmental information sessions at NCKU, visits to the Green Sustainable Agriculture Biotechnology Demonstration Park, and cultural and ecological tours of Tainan. These activities allowed overseas school representatives to gain firsthand experience of NCKU’s academic strengths while appreciating the rich history, culture, and ecological diversity of Tainan.

As global competition in higher education continues to intensify, NCKU remains proactive in expanding partnerships and creating broader opportunities for student development. In 2024 and 2025, the university organized the Malaysia Secondary School Principals Delegation, signing Outstanding Student Recommendation Admission Agreements with a cumulative total of 40 schools and enrolling 24 recommended students. In 2026, the program expanded significantly, bringing together institutions from six countries across Northeast and Southeast Asia.

Over the past three years, NCKU has signed agreements with a total of 56 overseas secondary schools. Furthermore, the university has broadened its strategy from bilateral partnerships to multilateral collaboration. Since launching the Southern Taiwan Recruitment Alliance in July 2025, NCKU has integrated the strengths and resources of universities across southern Taiwan, providing international students with more diverse educational pathways and establishing a more comprehensive talent development framework. Through these efforts, NCKU aims to help students find the most suitable stage for their growth in Taiwan while contributing to the advancement of science, technology, humanities, and global development through education.
