UGA Cybersecurity Delegation Visits NCKU to Foster Taiwan–France Collaboration in Cybersecurity and Interdisciplinary Research
A delegation from the Cybersecurity Institute of Université Grenoble Alpes (UGA), led by Director Karine Bannelier, visited National Cheng Kung University (NCKU) on June 25. The delegation also included the Science and Innovation Officer of the Bureau Français de Taipei, along with a French cybersecurity expert based in Taiwan. Representing expertise in academic research, science diplomacy, and industry practice, the delegation was received by NCKU Executive Vice President Shyy-Woei Chang, together with representatives from the Office of International Affairs, Office of Research and Development, College of Electrical Engineering and Computer Science, College of Social Sciences, and Miin Wu School of Computing. The visit further strengthened ties between NCKU and France in cybersecurity technology, talent cultivation, and research collaboration, while opening new opportunities for bilateral cooperation between Taiwan and France.
Executive Vice President Shyy-Woei Chang noted that building on the shared vision established during NCKU President’s visit to France, NCKU and UGA will continue to deepen their partnership through a “Research Clusters” model for collaborative research. By integrating interdisciplinary research strengths, both institutions aim to focus on key areas including energy, cybersecurity, silicon photonics, and computational health. Future initiatives will also include dual-degree programs, joint faculty appointments, and thematic academic workshops to build a long-term and sustainable Taiwan–France academic collaboration ecosystem. As the host institution of the 2028 Taiwan–France Science and Technology Conference (STC), NCKU will also organize a series of academic workshops from 2026 to 2027 to further strengthen scientific collaboration between Taiwan and France.
Karine Bannelier introduced CyberAlps, one of France’s leading interdisciplinary cybersecurity research platforms, which brings together 14 research laboratories and more than 100 researchers. The platform focuses on five strategic cross-disciplinary areas of expertise: hardware security, data sovereignty, cryptanalysis, emerging risks, and cybersecurity governance. She noted that this visit aims to strengthen bilateral collaboration in cybersecurity based on CyberAlps’ three core missions—research, education, and valorisation. She also emphasized that Université Grenoble Alpes (UGA) is committed to fostering trust-based international partnerships and believes that building a sustainable research ecosystem integrating technological innovation, industry needs, and societal development is essential to advancing cybersecurity innovation and talent cultivation. She expressed her hope that this visit would further expand Taiwan–France collaboration in cybersecurity with NCKU.
To translate vision into concrete action, the meeting also featured presentations from several NCKU representatives on their research strengths and future plans. Prof. Wen-Tai Chiu, Vice President for International Affairs, introduced NCKU’s overall development, research achievements, and international engagement, highlighting NCKU’s positioning as a key hub for cybersecurity and defense technologies in Taiwan. He emphasized the university’s important role in enhancing Taiwan’s resilience and security through advances in cybersecurity and defense-related research. He also noted that French students represent the second-largest source of international exchange students at NCKU, reflecting the strong foundation of academic exchange between both sides and signaling potential for deeper collaboration.
On strategic planning, Ms. Cindy Su, Chief Executive Officer of Office of International Affairs, shared the collaboration roadmap between NCKU and UGA, noting that the partnership will advance in three phases. Since signing a university-level agreement in 2019, both institutions have established a solid foundation. Moving forward, they will deepen collaboration in dual-degree programs, interdisciplinary research, and Taiwan-France forums, while expanding cooperation in joint supervision, joint appointments, and large-scale collaborative projects to build a sustainable partnership.
In research collaboration, Prof. Chia-Yi Wang, Vice President for Research and Development Office introduced NCKU’s “Research Clusters” model, emphasizing its role in deepening strategic partnerships with UGA, strengthening bilateral research capacity, and advancing long-term international research collaboration.
From an interdisciplinary perspective, Prof. S. Felix Wu, Dean of College of Electrical Engineering and Computer Science Engineering discussed the opportunities and challenges of developing cybersecurity research clusters between NCKU and UGA, emphasizing a human-centered approach to cybersecurity. Dean Chun-Li Tsai of the College of Social Sciences presented NCKU’s research directions in AI and Law, focusing on AI governance, regulatory systems, intellectual property, and medical applications. Associate Professor Shao-Man Lee of the Miin Wu School of Computing also shared NCKU’s research strengths at the intersection of AI, law, governance, and cybersecurity, emphasizing that future priorities extend beyond improving AI accuracy to building accountable, governable, and trustworthy AI legal systems. These research directions closely align with UGA’s strengths in cybersecurity and technological innovation, providing a solid foundation for future collaboration.
The meeting concluded with in-depth discussions on future collaboration and concrete implementation plans. Both sides expressed strong interest in jointly cultivating global cybersecurity talent and advancing innovative research, contributing further to global cybersecurity development.
