The 27th Forum on Land Use and Planning: Exploring the way and direction of promoting net zero in Land Use and Planning
On April 15, 2023, the Department of Urban Planning of NCKU and the NCKU Research and Development Foundation held the "27th The Forum on Land Use and Planning" to respond to the sustainable development of the United Nations and Taiwan's 2050 net-zero emission goal. The theme of the forum was "South of the Country, Net-Zero Future: Empowering Spatial Planning for a Net Zero Future", which included keynote speeches, forums, paper presentations and discussions. More than 200 experts, scholars, teachers and students in land planning, environmental resources, energy, transportation, etc. attended the conference to lead a clearer path to net zero and promote the spatial planning and development policy of Southern Taiwan.
The forum started with a speech by President Meng-Ru Shen, and Director Hsin-Hsou Wu of the The Construction and Planning Agency Ministry of the Interior was invited to give a speech on "Planning Applications under Net Zero Transformation" from three aspects: natural environment, architectural planning, and urban space, which opened a roundtable discussion on the theme of the forum.
The keynote forum was hosted by Hsueh-Sheng Chang, Dean of the School of Planning and Design, with Vice President Hsin-Hsun Huang of the Institute of Transportation, and Professor Tzu-Yuan Chao of NCKU Department of Urban Planning, to give introduction. Director Shao-Bo Peng (彭紹博)of the National Development Council's National Land Area and Outlying Islands Development Division, Director Hsin-Hsiu Wu of the Department of Construction, Ministry of the Interior, and Professor Hsing-Sheng Dai (戴興盛)of the Department of Natural Resources and Environment, National Dong Hwa University, joined the discussion among industry, government and academia.
In the afternoon, academic papers were presented, experience sharing sessions on land planning teaching, and career sharing sessions on the planning profession were held, where faculty members from various professional schools and industry experts from all over the country exchanged ideas with students, hoping to bring innovative ideas to the enhancement of planning education and to gather consensus from all walks of life to implement them in order to cultivate professional planning talents required by the trend of the times.
In response to the undergrounding of the Tainan Railway, the forum recently held the "Student Competition for the Vision of the Undergrounding of the Railway in the Tainan Station Living Area". The forum arranged a presentation of the participating students' proposals and invited external experts to serve as judges in order to select the best designs, which will be used to provide creative proposals for the campus planning of NCKU and the construction of Tainan City, so that the future development vision of NCKU and the Tainan area can be fully developed through the niche brought by the undergrounding of the railroad.
In response to the changes in land planning, development policies and implementation environment, the Department of Urban Planning of NCKU has established a platform for sharing and exchanging research and practical experiences in the field of spatial planning. The Forum has been held for 27 consecutive years since its inception in 1996. The participants of the Forum exchange and discuss important current land planning issues, provide policy recommendations on land and spatial planning and management, and guide the direction of land and spatial planning policies.
