"Development and Trial Project of Motorcycle Delivery Courier Shattered-Type UBI Vehicle Insurance Service" Symposium
National Cheng Kung University's Department of Transportation and Logistics Management Professor Chien-Hung Wei has been dedicated to researching the traffic safety of motorcycle delivery drivers in recent years. He has been actively developing innovative insurance systems tailored for motorcycle delivery drivers. On the morning of July 13th, a virtual symposium was held, inviting representatives from UberEats Public Policy and Government Affairs Department, insurance companies, the Occupational Safety and Health Administration, National Chengchi University's Labor Studies Institute, and the Consumers Foundation's Yun-Jia-Nan Branch to participate in an in-depth discussion.
In recent years, government agencies have revised regulations and delivery platform operators have actively sought to improve, aiming to provide better benefits for motorcycle delivery drivers. However, there are still some obstacles to overcome. Professor Chien-Hung Wei led his research team to analyze the current situation of motorcycle delivery drivers. The primary purpose of organizing the virtual symposium was to gather opinions from experts and scholars to collectively contribute to various aspects of traffic safety, labor relations, and insurance systems in our country.
Through joint discussions among experts, the subsequent research will focus on strengthening methodologies in the financial insurance industry, financial insurance estimates, and regulations by the Financial Supervisory Commission to improve the overall study. During the discussion, it was pointed out that current regulations require delivery platform operators to insure drivers for the entire duration of their work, leading to issues such as multiple insurances for one driver across different platforms, significant differences between full-time and part-time workers, and potential impacts on labor relations between platforms and drivers. These issues will require careful consideration in subsequent research and evaluations. Finally, the development of innovative insurance systems should be one of the priority tasks for the stable development of the delivery platform industry, and it should be a direction for concerted efforts from all sectors to promote a virtuous cycle of self-management among motorcycle delivery drivers.
The primary goal of establishing a shattered-type UBI insurance system is to create a virtuous cycle. By utilizing precise risk analysis, insurance companies can reduce insurance costs, delivery platform operators can screen and provide feedback to safe drivers, thereby improving the driving behavior of motorcycle delivery drivers and establishing a safe and benevolent society. Subsequent efforts will continue through subsidized industry-academia cooperation research funded by the National Science and Technology Commission to promote the innovative insurance system for motorcycle delivery drivers and address related issues.
