The "Apartment Building Forward-Looking Legal Forum" discusses practical challenges in apartment management
On October 12, 2024, the College of Social Sciences at National Cheng Kung University (NCKU), in collaboration with the Tainan City Land Administration Law Society and the Tainan Electric Vehicle Promotion Association, hosted the "Apartment Building Forward-Looking Legal Forum." The forum aimed to explore key issues in apartment building management, including property management systems, committee authority disputes, parking space allocation, the installation of electric vehicle charging stations, and common legal disputes during interior renovations. Unlike traditional seminars focusing on a single issue, this event covered a wide range of topics, fostering active participation and discussions on practical legal challenges.
The forum addressed the gaps in current regulations and how legal revisions can improve management effectiveness. Experts from academia, government, and industry, including NCKU’s architecture department Associate Professor Shih-Hung Yang and Assistant Professor Yu-Kuang Chang from National University of Kaohsiung, shared insights on the challenges in building management and legal practices.
The event focused on practical and legal issues in apartment management, including the technical, regulatory, and execution challenges in setting up electric vehicle charging stations, and the decision-making processes and legal protections involved in interior renovations. These topics are vital to improving residential life quality and ensuring long-term management efficiency.
Legislator Chun-Hsien Lin highlighted ongoing legislative efforts to address emerging issues in apartment building management, while Tainan City Government Deputy Secretary-General Tian-Hou You shared local government’s practical experiences in implementing decentralization policies. Tainan Electric Vehicle Promotion Association Chairman Wei-Lin Huang offered technical insights on the installation of charging stations. Interior designer Zi-Qing Lin discussed challenges faced in interior renovations for non-commercial apartments.
The forum underscored the importance of cross-disciplinary collaboration between academia, industry, and government in enhancing apartment building management policies and legal frameworks. The discussions provided valuable insights for future amendments to the Apartment Building Management Act and helped build a foundation for improving Taiwan's living environments and regulatory protections.
NCKU’s College of Social Sciences will continue to promote industry-academic-government collaboration and contribute to public discourse, aiming to support social welfare and better living environments.
