Prof. Radek Holý, Vice-Rector of Czech Technical University in Prague (CTU), and Prof. Jiří Jakovenko, Vice Dean of the Faculty of Electrical Engineering, visited National Cheng Kung University (NCKU) on July 17 to discuss cooperation on semiconductors and bilateral talent cultivation.
Dean Yan-Kuin Su, Academy of Innovative Semiconductor and Sustainable Manufacturing (AISSM), NCKU, noted that Taiwan and the Czech Republic have recently cooperated in fields such as green energy and AI, and have established the Advanced Chip Design Research Center (ACDRC) to enhance semiconductor technology and talent exchange. The Taiwan-Europe Semiconductor Short-Term Training Program, organized by NCKU’s AISSM under the directive of the Ministry of Foreign Affairs, has seen the involvement of six students from CTU.
Associate Vice President for International Affairs, Prof. Sherry Shu-Jung Hu, emphasized that technology is ultimately rooted in humanity, expressing her confidence that NCKU and CTU, united by shared values and visions, will further strengthen meaningful partnership. She also highlighted that the two universities’ partnership has flourished since 2009, with NCKU hosting 12 semester exchange students from CTU at the university level in recent years. From 2020 to 2025, scholars from both sides have jointly published 108 papers and, through the platform of university alliances, have formed research teams focusing on areas such as digital society and quantum technology.
Vice-Rector Radek Holý expressed his gratitude for NCKU’s warm hospitality and looked forward to further achievements in research and academic exchange between the two universities. He emphasized CTU’s active participation in major EU-funded international programs—including Erasmus+, the Jean Monnet Program, CEEPUS, and Marie Skłodowska-Curie Actions—highlighting the university’s ongoing commitment to academic internationalization and talent mobility.
A highlight of the visit was the presentation of the Chair of Innovation Award to Vice-Rector Holý by the NCKU AISSM, recognizing his leadership in promoting cross-border academic exchange and collaborative semiconductor research between Europe and Asia.
Over the past few years, Vice-Rector Holý has spearheaded several key initiatives linking CTU and other leading Czech technical universities with Taiwan’s academic institutions and the Taiwan Semiconductor Research Institute (TSRI). His efforts have led to impactful joint research programs and strategic partnerships.
In his introduction, Prof. Lih-Yih Chiou, Director of the IC Design Program, emphasized the expectation of leveraging Vice-Rector Holý’s expertise in electronic communications and information cybersecurity to enhance cooperation between NCKU and CTU, along with other Czech universities.
During the award presentation, Dean Yan-Kuin Su stated, “Prof. Holý has demonstrated remarkable foresight and professionalism in advancing partnerships between higher education institutions in Taiwan and the Czech Republic. This Chair of Innovation symbolizes our academy’s ongoing commitment to global semiconductor innovation.”
Associate Dean Ming-Chi Chou of AISSM explained that AISSM leverages Taiwan’s strengths in the chip supply chain and collaborates with industry leaders such as TSMC to advance professional courses and international summer schools. Prof. Jiří Jakovenko, Vice Dean for Master and Combined Studies, Faculty of Electrical Engineering, CTU, emphasized that CTU values research and international cooperation, co-launching 5 projects with the TSRI and connecting with 200 institutions across 45 countries to promote exchange and dual-degree programs. Director Lih-Yih Chiou of Program on IC Design and Director Wei-Chen Tu of Program on Semiconductor Manufacturing Technology introduced the curriculum’s focus on industry integration and skills training, highlighting discussions centered on courses, research, and talent collaboration to foster international industry-academia exchange.

Founded in 1707, Czech Technical University in Prague (CTU) is the oldest and most renowned technical university in the Czech Republic, with around 18,000 students and 6,000 faculty and staff. It ranks 416th in the 2026 QS World University Rankings and 1001–1200 in the 2025 THE rankings, with research output focused on engineering, physics and astronomy, and computer science.
