NCKU “Crossing International Lines”: Showcases Achievements in Administrative Digital Transformation
To establish a comprehensive internationalized administrative support system and enhance bilingual services on campus, the Office of International Affairs (OIA) at National Cheng Kung University (NCKU) held the award ceremony for the “Crossing International Lines — 114th Annual Internationalized Bilingual Website Competition” this afternoon (December 16) at Yun-Ping Administration Building, Kuang-Fu Campus. The ceremony was attended by Vice President Shih-Wei Chang (張始偉) and Sun-Yuan Hsieh (謝孫源), Vice President for International Affairs, to recognize departments and units that demonstrated outstanding performance in website bilingualization and administrative service innovation, marking a significant milestone in NCKU’s ongoing internationalization efforts.
Vice President Shih-Wei Chang opened the ceremony with a speech, noting that the competition aligns closely with the Ministry of Education’s “Higher Education Deep Cultivation Plan — International Chapter,” focusing on strengthening international talent development while simultaneously promoting digitalization and bilingualization of administrative resources. This serves as a critical foundation for the university’s overall international competitiveness. He emphasized that a university’s international reputation and visibility are now closely linked to global rankings (such as QS Ranking) and the allocation of government resources. High-quality English website content and an effective digital presence are key factors influencing international exposure and institutional image.
Vice President Chang stressed that bilingualization is not merely an administrative optimization but a foundational strategy for enhancing the university’s international visibility, securing resources, and recruiting international students. He acknowledged the long-term dedication of the Office of International Affairs and frontline staff across departments in supporting international students, developing websites, and promoting bilingual administration, encouraging all units to continue refining and deepening their efforts.
He further noted that NCKU will continue to integrate internal units to strengthen the presentation of English research outputs and international promotional mechanisms, using cross-unit coordination to comprehensively enhance the university’s visibility and influence in international academic and educational arenas.
Following this, Sun-Yuan Hsieh, Vice President for International Affairs, addressed the audience. He explained that the inaugural competition invited enthusiastic participation from all departments and administrative units. After rigorous preliminary and secondary evaluations, as well as on-site visits, eight exemplary units were ultimately selected. Vice President Hsieh shared observations from the site visits, noting that many departments had established well-structured bilingual websites, effectively utilized AI technology to optimize information presentation, and leveraged social media platforms such as Facebook and Instagram to provide timely and user-friendly communication channels, significantly improving accessibility for international students.
In terms of administrative and student support services, Vice President Hsieh highlighted initiatives such as the “Sweet Angels Program” and “Buddy-Buddy Program,” which promote mutual support between local and international students, demonstrating both attentiveness and innovation. Some departments also created prayer rooms and other culturally inclusive spaces to meet the diverse religious and cultural needs of students from countries like Indonesia, offering practical psychological and spiritual support and showing that internationalization efforts are increasingly embedded in daily campus life.
Vice President Hsieh further explained that on-site evaluations were designed to closely reflect each department’s actual implementation of international student support services. By physically visiting departments and assessing both learning and administrative environments, the evaluation aimed to comprehensively understand how international student support is realized in practice and to highlight the crucial role departments play in these systems. He also commended the award-winning teams for their dedication and attention to detail in frontline administrative service, website content development, and cross-cultural support measures.
Looking forward, the Office of International Affairs will compile the results of this competition and disseminate them through videos and case studies, maintaining close collaboration with departments to gradually build a comprehensive internationalized ecosystem. This effort is expected to further enhance NCKU’s recognition and overall influence in internationalization.
The ceremony concluded with a group photo and warm interactions among all attendees. Practical suggestions on international student exchange and support services were also exchanged. Through this competition, NCKU once again demonstrated its student-centered educational philosophy. Moving forward, the university will continue to advance internationalized administrative support systems, starting with bilingual websites and gradually extending bilingualization across all administrative services, promoting cross-cultural understanding and inclusion, and creating a more welcoming, safe, and internationally oriented campus environment.
This competition aims to implement the core indicators of the Ministry of Education’s Higher Education Deep Cultivation Plan — International Chapter, specifically “Enhancing the Digital Bilingualization of Administrative Resources.” The strategy originates from analyses of the “International Student Evaluation Questionnaire on International Environment Establishment,” aiming to address previous challenges in which campus information was primarily in Chinese and English updates were infrequent, requiring international students to rely on word-of-mouth or student assistants for interpretation. The competition encourages departments to optimize the consistency and usability of bilingual website content. Particular attention is given to key information such as courses, activities, and graduation requirements. Additionally, the promotion of bilingual posts on social media platforms such as Facebook and Instagram enhances international students’ access to information and sense of campus belonging, thereby strengthening overall international administrative efficiency and creating an accessible and friendly internationalized environment.
