2026 Fulbright Taiwan IEA Delegation Visits NCKU Focusing on Academic Synergy in Medicine, Science, and Huayu Education

On March 17, the Fulbright Taiwan (Foundation for Scholarly Exchange) led a delegation of International Education Administrators (IEA) from 16 prestigious U.S. universities to visit National Cheng Kung University (NCKU). The delegation included representatives from Pennsylvania State University, Rice University, Emory University, the University of Florida, Vanderbilt University, and several other state universities. This meeting focused on three core areas—Medicine, Science, and Huayu (Mandarin) education—aiming to deepen U.S. higher education administrators’ understanding of Taiwan’s academic environment and foster stronger collaborative opportunities between the USA and Taiwan.
During the welcoming remarks, Professor Tsung-Lin Liu, Director of the International Relations Division at NCKU's Office of International Affairs, reflected on the enduring academic ecosystem built through years of partnership between NCKU and Fulbright Taiwan. Professor Liu noted that since 2014, both parties have co-cultivated global talent through joint master’s degree programs in diverse fields such as Creative Industries Design, Energy Engineering, and History. In 2021, the partnership further expanded through the Consortium for Study Abroad in Taiwan (CAST), bringing exceptional American students to NCKU and injecting international vitality into the campus. He highlighted that 67 NCKU faculty members have been honored as Fulbright Scholars since 1998, and that since 2017, 11 Fulbright Scholarship recipients have pursued master’s degrees at NCKU. These top-tier talents not only bring global perspectives but also sow the seeds of a “knowledge cycle” on campus. The meeting commenced amidst warm applause, marking a new chapter in bilateral educational cooperation.
Dr. Randall Nadeau, Executive Director of Fulbright Taiwan, shared during his speech that his connection with Taiwan began in Tainan. Throughout his academic career, he has maintained a deep bond with NCKU, which he regards as a “home away from home.” Dr. Nadeau praised Tainan for its unique cultural and historical heritage and commended NCKU for evolving into a formidable academic research hub encompassing science, medicine, green energy, and applied engineering. He specifically emphasized NCKU’s recent efforts in promoting English-taught programs, showcasing high international resilience and academic richness, which has made NCKU a premier destination for American students seeking exchange opportunities in Taiwan.
During the meeting, Professor Chun Hei Antonio Cheung from the Department of Pharmacology highlighted that the College of Medicine has successfully established an international training environment through deep collaboration with top U.S. institutions and diverse summer academic activities. Associate Professor Po-Yu Chang, Director of the Institute of Space and Plasma Sciences, showcased NCKU’s robust research capabilities, emphasizing that the College of Science houses multiple college-level interdisciplinary units and university-level research centers, such as the Center for Quantum Frontier of Research and Technology (QFort), which serve as core bases for advancing cutting-edge science and resource sharing. Subsequently, Professor Wen-Li Tsou, Director of the Chinese Language Center and Professor of the Department of Foreign Languages and Literature, explained the center’s active promotion of the Taiwan Huayu BEST Program—supported by the Ministry of Education in alignment with the U.S.-Taiwan Education Initiative. Through language exchanges, intensive courses, and workshops, NCKU has built a high-quality platform for language and cultural exchange, attracting global scholars to study Huayu in Taiwan.
The meeting concluded with a vibrant Q&A session. The delegation showed great interest and actively inquired about specific topics, including the application process for the Taiwan Huayu BEST Program, NCKU’s collaboration models with external institutions in space science and satellite launch projects, and international graduate programs and internship opportunities at the College of Medicine. The atmosphere was enthusiastic, reflecting a shared commitment to opening more opportunities for talent and academic exchange.
The visit of the Fulbright IEA delegation not only demonstrates NCKU’s influence on the international academic stage but also strengthens the consensus on talent cultivation through face-to-face dialogue.
