On May 5, His Excellency Roudy Stanley Penn, Ambassador Extraordinary and Plenipotentiary of the Republic of Haiti to the ROC (Taiwan), led a delegation to National Cheng Kung University (NCKU). The visit aimed to review the academic achievements of Haitian students in Taiwan and to deepen collaboration in fields such as sustainable energy, artificial intelligence, environmental change, and Chinese language learning. By leveraging NCKU’s research strengths, the initiative seeks to cultivate a talent pool for Haiti’s national development.

During a seminar with 20 Haitian students, Ambassador Penn emphasized that the internationalization of the educational system is key to addressing Haiti’s historical challenges and developmental trajectory. He noted that universities are no longer merely "built for the elite" but are established "to build the elite," encouraging students to pursue academic excellence while embracing their social responsibilities. The Ambassador highly commended the students for serving as "living bridges" between the two nations, embodying the shared values of excellence.
 
NCKU Executive Vice President Shyy-Woei Chang and Vice President for International Affairs Sun-Yuan Hsieh warmly received the delegation. Vice President Chang stated that NCKU has long been committed to international talent cultivation, providing diverse academic resources to support international students. Given the deep-rooted friendship between Haiti and Taiwan, NCKU is honored to serve as a base for nurturing Haiti’s future leaders and looks forward to further promoting substantive academic cooperation between universities. Vice President Hsieh added that NCKU’s expertise in natural disaster prevention, green energy, and geomatics offers significant collaborative potential for Haiti as it faces environmental challenges. Both parties engaged in in-depth discussions on practical initiatives, including short-term research, Chinese language learning, and professional development.

In the interactive session, Haitian students shared their experiences living and studying in Tainan. Ambassador Penn praised their ability to master Chinese in a short period and their dedication to professional research, while expressing gratitude to NCKU for providing an excellent learning environment and administrative support. Currently, NCKU hosts 20 Haitian students, including 12 language students and 8 degree-seeking students in fields such as the International Bachelor Program in Energy Engineering, Mechanical Engineering, Natural Disaster Reduction and Management, Geomatics, and Political Economy. This diversity underscores NCKU’s international competitiveness and appeal in engineering, disaster prevention, and social sciences. Notably, 11 of the language students, supported by the MOFA Taiwan Scholarship, are expected to successfully complete their studies by the end of May.
