NCKU Launches SUPER Platform to Enhance Spatial Planning Capacity and Talent Exchange, Initiates Educational Outreach
To enhance spatial planning capacity, the SUPER Platform for spatial planning capacity enhancement and talent cultivation exchange held a joint unveiling ceremony today (14th) at the NCKU C-Hub Creative Base, aiming to promote educational outreach and talent cultivation efforts in spatial planning.
Since the implementation of the Spatial Planning Act on May 1, 2016, it has opened a new chapter in domestic spatial planning. New policy tools bring new opportunities but also pose many challenges. There are numerous statutory tasks, including the formulation of national and municipal land plans, delineation of land use zones, public release of land white papers, and the development of 22 subsidiary laws. Additionally, existing urban plans in over 400 locations and 10 national park plans are undergoing comprehensive reviews, case changes, or development concurrently. It is anticipated that there will be a significant shortage of spatial planning manpower in the future. Therefore, there is an urgent need to take proactive measures to strengthen the quality of planning talent.
"The spatial planning should not have a specific viewpoint; it should have local perspectives and solutions!" stated Bing-Xun Lin, Director of the Urban Development Branch of the Land Management Agency, Ministry of the Interior. To root the professional development of spatial planning and talent cultivation early, this year, universities in the northern, central, southern, eastern, and outlying regions were commissioned to establish a central platform promotion office and regional planning centers. These centers aim to cultivate local planning talents. Hence, the "Spatial & Urban Planning Education and Research (SUPER) Platform" was established.
Professor Tzu-Yuan Chao from the Department of Urban Planning at National Cheng Kung University, who is also responsible for the "Central Platform Promotion Office" for the SUPER Platform, expressed that by inviting five regional planning centers from National Chengchi University (Northern Region), Feng Chia University (Central Region), National Cheng Kung University (Central Platform Promotion Office, Southern Region), National Taitung University (Eastern Region), and Kun Shan University (Outlying Region), they hope to connect regional industry, government, and academia in planning professions from the perspective of schools. This aims to cultivate local talents and share teaching resources and research results through the platform.
The unveiling ceremony of the SUPER Platform was attended by a senior advisory group formed by the Central Platform Promotion Office. Distinguished guests included Yu-Wen Chen, Northern Regional General Manager of Chang Feng Engineering Consultants Co., Ltd. Chun-Gui Chen , Chairman of Taiyi Engineering Consultants Co., Ltd, Shen-Bao Tseng, Chairman of Sinotech, Fei-Yu Guo, former Vice Chairman of the National Development Council, and Hong-Nian Xie, Vice President of Chung Hua University.
