On the evening of the 17th, Tainan City legislator Ding-Yu Wang revealed on facebook that Premier Tseng-Chang Su of the Executive Yuan has signed off on the "Construction Plan for the NCKU Hospital Shalun Campus". The total budget for the first phase is 9.28 billion NT dollars, with a central subsidy of 4.78 billion NT dollars, and the NCKU Hospital bearing 4.5 billion NT dollars, which will be funded by the teaching hospital budget. In the future, there will also be corresponding budgets for the medical industry park and the "Emergency and Critical Care Rare Diseases" medical center. President Huey-Jen Su of NCKU expressed deep honor upon hearing the news, stating, "Shalun is President Ing-Wen Tsai's political vision and commitment, and this is also NCKU's second major national construction project to be promoted through leadership and collaboration between industry, government, and academia, following the planning of the NCKU Hospital more than 40 years ago during President Han-min Hsia's tenure. It is a model for the entire Taiwanese higher education sector to collaborate with industry, government, and academia to innovate for the future."

President Su stated that the "Shalun Medical Service and Innovation Park" has been planned for several years, able to create a new vision from scratch by repeatedly incorporating different elements. In addition to the efforts of the NCKU team, assistance from various parties has been received. Special thanks are extended to Mayor Wei-Cher Huang of Tainan City for his determination and wise leadership in valuing the medical resources of the southern region (Xinfeng, North Kaohsiung), as well as Deputy Mayor Chin-Hui Chao for his full commitment to mediate and coordinate, leading the city government team to work together to assist NCKU and various ministries of the Executive Yuan in discussing planning. Thanks are also given to legislators such as Ding-Yu Wang for their concern and support.


President Su pointed out that in this post-pandemic era, precision medicine, technology investment, and other trends have emerged. The Shalun Campus of NCKU Hospital will create a new era of medical system, integrating comprehensive services, and is a national-level medical innovation park. NCKU will leverage its solid and comprehensive technological capabilities, collaborate with public policy partners, and private industry alliances to make the Shalun Campus a new crystallization of Taiwan's smart industry, develop sustainable growth of new towns, and build a new paradigm for future living. President Su also said that she is very pleased to have completed this major task before stepping down, and she believes that her successor, President Meng-Ru Shen, will continue to promote this far-reaching plan with high professionalism and determination.

The Executive Yuan approved the "NCKU Shalun Medical Service and Innovation Park Pilot Project" on December 31, 2021. NCKU's Shalun Medical Innovation Park cooperated with the Tainan City Government, with 2022 being the first year of the park. The first phase of the project will commence in 2023, with hopes for the smooth continuation of the second phase. NCKU also hopes to begin discussions with the Tainan City Government as soon as possible regarding the planning of the third phase. In addition to actively promoting the first science park in Taiwan focusing on medical service innovation and biomedical industries as the main development entity, NCKU actively completed the planning for the establishment of NCKU Shalun Hospital. In addition to considering regional needs, pediatric medicine, and international medical care, it also features service characteristics that balance urban and rural disparities, optimize rare disease care, develop characteristic medical care, and enhance cutting-edge medical care.
