National Tainan Industrial Vocational School's transition to become a subsidiary of NCKU has been approved by the Ministry of Education and is set to be officially inaugurated on August 1st. It will be renamed as "the Affiliated Tainan Industrial Senior High School of National Cheng Kung University," abbreviated as "NCKU Affiliated Tainan Industrial Senior High School." In conjunction with this transition, the existing Affiliated Senior Industrial Vocational Continuing Education High School of NCKU will cease admissions starting from August, marking its closure after 85 years of operation. Executive Vice President of NCKU, Ching-Chang Lee, stated that in support of the merger, the Affiliated Senior Industrial Vocational Continuing Education High School of NCKU will halt admissions from August onwards. Current students will be eligible to receive graduation certificates from the newly established NCKU Affiliated Tainan Industrial Senior High School after August.
Executive Vice President Lee further expressed that many details regarding the merger are yet to be finalized. A task force will be established, comprising administrative units such as the Office of Academic Affairs, Teacher Education Center, Innovation Headquarters, Research and Development Office, General Affairs Office, Budget, Accounting and Statistics Office, and Personnel Office, to assist in this process. The focus will be on integrating resources from NCKU to enhance teaching internships, laboratory research, and other academic aspects at the Senior High School. Additionally, an annual budget of 25 million NT dollars will be allocated to support the school's operations.
Concerns have been raised by many students' parents regarding the advantages of admissions after the merger. Executive Vice President Lee clarified that the pathways to university admissions are currently diverse, with opportunities such as non-departmental quotas and special talent selection criteria. University admissions quotas must be fairly open to all high schools and vocational schools, without favoring any particular institution. However, he emphasized that the close cooperation between the two schools following the merger would inevitably provide some degree of assistance to National Tainan Industrial Vocational School students in gaining admission to NCKU. Nevertheless, admissions will remain fair and impartial.
The application for National Tainan Industrial Vocational School to become a subsidiary of NCKU was approved after a lengthy process spanning a decade since the decision was made during a school council meeting in 2013. The Ministry of Education conducted on-site inspections and reviews on January 31, 2023, finally approving the transition on March 13, 2023. The new name, "the Affiliated Tainan Industrial Senior High School of National Cheng Kung University," is scheduled to be officially inaugurated on August 1st, along with the merger of the Affiliated Senior Industrial Vocational Continuing Education High School of NCKU. Through this merger, the consolidation of resources from the three schools aims to enhance the quality of technical education in the southern region, fostering a win-win situation.
Former NCKU President Huey-Jen Su, who played a significant role in this process, stated, "NCKU not only nurtures talents required by industries to serve the nation and society but also aligns with global needs." President Su highlighted that the organizational transition and merger represent a new connection between NCKU and the National Tainan Industrial Vocational School. Through the integration of resources in vocational and higher education, NCKU and National Tainan Industrial Vocational School will jointly promote a new paradigm of technical talent cultivation, constructing a more comprehensive educational system, deeply rooted in industry needs, and realizing the goal of nurturing talents together.
The active interaction between NCKU and National Tainan Industrial Vocational School began on March 16, 2012, when the then-principal of National Tainan Industrial Vocational School, Tsan-Jung Li, led a delegation to visit NCKU's then-president, Hwung-Hweng Hwung, for the first exchange meeting. Subsequently, administrative executives from NCKU attended National Tainan Industrial Vocational School council meetings to express the benefits of affiliating with NCKU, aiming to enhance the overall competitiveness of both institutions. A "Merger and Transition Research Group" was formally established during the school council meeting, initiating the establishment of short-term, medium-term, and long-term goals for both schools.
NCKU and National Tainan Industrial Vocational School have held a total of nine negotiation meetings and six internal faculty and staff meetings regarding issues such as the name of the affiliated school, budget allocation, sharing of teaching resources, safeguarding the rights and interests of faculty and students, and future planning. Public hearings were also jointly organized by NCKU and National Tainan Industrial Vocational School, inviting representatives from the Ministry of Education, Tainan City Government, legislators, community leaders, alumni associations, parent-teacher associations, faculty associations, staff, retirees, and students to participate, receiving positive feedback.
In the future, NCKU will provide and integrate educational resources in various aspects such as school management planning, talent cultivation, faculty training, and hardware and software facilities for the Affiliated Tainan Industrial Senior High School of National Cheng Kung University. This will enhance the overall competitiveness of both institutions and realize the educational vision of "holistic education, outstanding growth, and talent development according to aptitude."
