The 27th Land Planning Forum, jointly organized by the Department of Urban Planning at National Cheng Kung University (NCKU) and the NCKU Research and Development Foundation, was held on April 15th, 2023. Aligned with the United Nations Sustainable Development Goals and Taiwan's 2050 Net Zero Emission target, the theme of the conference was "Towards a Net Zero Future in the South of the Country: Empowering Land Planning on the Path to Net Zero." The event included keynote speeches, thematic forums, paper presentations, and discussions, attracting over 200 experts, scholars, students, and professionals in the fields of land planning, environmental resources, energy, and transportation. The objective was to chart a clearer path and direction towards net zero in spatial planning and development policies for Southern Taiwan.
The conference commenced with a speech by President Shen Meng-ru, followed by a keynote address from Wu Hsin-hsiu, Director-General of the Construction and Planning Agency, Ministry of the Interior. Wu's speech on "Planning Applications in the Context of Net Zero Transformation" addressed the three major aspects of natural environment, architectural planning, and urban spaces, setting the stage for roundtable discussions on the conference theme.
The thematic forum, moderated by Professor Chang Hsueh-sheng, Dean of the College of Planning and Design, featured introductory remarks by Vice Director Huang Hsin-hsun of the Institute of Transportation, Ministry of Transportation and Communications, and Professor Chao Tzu-yuan from NCKU's Department of Urban Planning. They were joined by Director Peng Shao-po from the Land and Island Development Division of the National Development Council, Director-General Wu Hsin-hsiu from the Construction and Planning Agency, Ministry of the Interior, and Professor Tai Hsing-sheng from the Department of Natural Resources and Environmental Studies at Dong Hwa University for a lively discussion, bringing together insights from academia, government, and industry.
In the afternoon, there were sessions for academic paper presentations, sharing experiences in land planning education, and career discussions in planning professions. Faculty members, industry experts, and students from across the country engaged in exchanges, aiming to enhance innovation in planning education and foster consensus across sectors to nurture professionals capable of meeting the demands of the times.
In response to the Tainan Railway Undergrounding Project, the conference recently held a "Tainan Station Living Circle Vision Student Design Competition" showcasing proposals from participating students during the event. External experts were invited to serve as judges to select the best designs. These designs will provide creative solutions for future campus planning at NCKU and municipal development in Tainan, leveraging the opportunities brought by railway undergrounding for mutual prosperity and development between NCKU and the Greater Tainan area.
