A delegation from the University of Massachusetts Lowell (UML), headed by Julie Chen, the Chancellor, visited National Cheng Kung University (NCKU) on September 26. During the visit, both parties discussed expanding future opportunities for research cooperation and exchange considering existing research collaborations. The areas included artificial intelligence, data science, green and low-carbon technology, as well as smart healthcare. On behalf of each university, NCKU Executive Vice President Chen Hong-Chen and Chancellor Chen signed a memorandum of understanding with the aim of promoting scientific research in focused areas and jointly developing credit-bearing programs.

Executive Vice President Chen extended a warm and heartfelt welcome to the distinguished guests from UML and was honored to hold a meeting to discuss further collaborations. Based on existing collaborations in the field of materials engineering, the meeting was intended to further explore potential cooperation opportunities in the fields of artificial intelligence, data science, green and low-carbon technology, and smart healthcare. It was expected that the signing of the memorandum of understanding would lead to the implementation of exchange programs for both students and faculty, the cross-university credit transfer procedure, and cross-university credit programs.

During her address, Chancellor Chen mentioned that she was glad to have the opportunity to return to Tainan, the hometown of her family. Furthermore, she stated that UML had a strong reputation for its science and engineering programs, which included emerging technologies such as nanotechnology. It was also the first school in the higher education system to offer a program in Plastics Engineering. As the second-largest university in Massachusetts, it was home to approximately 18,369 students and 2,192 faculty members. As the scale and development of the school were similar to those of NCKU, she expressed her anticipation of future exchanges and cooperation through this meeting.

The UML delegation, led by Chancellor Chen, included Vice Chancellor for Advancement John Feudo, Professor Ramaswamy Nagarajan, who was the Senior Director for Strategic Defense Projects and Co-Director of HEROES and Fabric Discovery Center, and Claire Lepont, the Senior Technical Program Manager of HEROES and Fabric Discovery Center. The NCKU Executive Vice President Chen presided over the university-level meeting, in which NCKU's Associate Vice President for International Affairs, Hu Shu-Jung , presented the university's academic achievements and campus environment. In recognition that both institutions possess strengths in engineering and medicine, Vice President for Research and Development, Liu Chuan-Pu , Dean of the College of Engineering, Jan Chyan-Deng , and Dean of the College of Medicine, Shan Yen-Shen, were invited to participate in the discussion. As for welcome luncheon, it was hosted by Executive Vice President Chuang Woei-Jer. Several university officials attended the event, including Associate Vice President for International Affairs Hu, Dean Jan from the College of Engineering, Associate Vice President for Research and Development Tzeng Shun-Fen , and Professor Cheung Chun Hei  from the Faculty of Medicine's Department of Pharmacology. Later in the afternoon, the guests visited the College of Engineering, the Instrument Center , and Professor Changshu Kuo' s laboratory in the Department of Materials Science and Engineering.

The University of Massachusetts Lowell is a research university  and the second-largest campus of the University of Massachusetts system. The university is the first in the United States to offer a Plastics Engineering program , and one of the few in the U.S. to offer degrees in Meteorology and Atmospheric Science , and Sound Recording Technology . Additionally, UML houses a Radiation Laboratory  that is equipped with a 1-Megawatt research reactor and a 5.5-Megavolt Van de Graaff particle accelerator, providing valuable experience for students specializing in Particle Physics, Nuclear Engineering, and Health Physics.
