On the 17th, NCKU, National Central University (NCU), and National Taiwan University of Science and Technology (NTUST) held an inter-university bilingual education exchange and sharing session at NCKU. The event aimed to advance bilingual education through experience sharing and collaboration, bringing together bilingual education teachers and officials from the three universities to discuss policies, practices, and challenges, with the goal of enhancing the quality and effectiveness of bilingual education.


In response to the Executive Yuan’s 2030 Bilingual Policy, NCKU has actively implemented the "Bilingual Learning Program" and established the NCKU Bilingual Education and Engagement Resource Office (BEER.c) to develop university-wide bilingual policies, integrate resources, and manage teaching affairs. NCKU aims to create a supportive bilingual learning environment, enhancing the international mobility and global competitiveness of its students and faculty.


At the session, Vice President Yuh-Neu Chen of NCKU welcomed the guests and reviewed NCKU's progress in bilingual education. She noted that NCKU has been involved in bilingual education since President William Lai’s tenure as Mayor of Tainan, and has further developed the program with the establishment of the Bilingual Promotion Center and the EMI Professional Development Center. Vice President Chen highlighted the challenges in achieving the 2030 bilingual education goals but expressed confidence that NCKU’s experience would contribute to its development.


Vice President Shang-Yao Yen of NCU, leading the university’s deans, thanked NCKU for organizing and providing observation opportunities. He praised NCKU's achievements in bilingual education and shared that NCU had initiated its bilingual teaching program over two years ago but faced challenges in organization and operation. He hoped to learn from NCKU’s experience to refine NCU's bilingual education strategies.


During the session, Yueh-Heng Li, Executive Director of NCKU’s Bilingual Education Promotion Office, and Wen-June Wang, Dean of Academic Affairs at NCU, presented their respective bilingual education plans, showcasing their efforts and outcomes. Dean Shin-Mei Kao of NCKU’s College of Liberal Arts introduced the National University Bilingual Teacher Professional Development Center and led a visit to the EMI PD Center, which supports teachers in English-medium instruction to enhance bilingual and professional skills. Additionally, Dean Ju-Ming Wang of the College of Life Sciences and Associate Dean Chung-Dann Kan of the College of Medicine shared their implementation experiences.


NCKU annually provides overseas training for teachers to improve their teaching skills. This exchange featured presentations by Associate Professor Bi-Qing Liang from the Department of Earth Sciences and Assistant Professor Wei-Li Hsu from the Department of History, sharing their teaching insights and techniques, stimulating reflection among attendees.


This inter-university exchange not only facilitated the sharing of bilingual education experiences but also strengthened cooperation among the universities, laying a solid foundation for the future development of bilingual education.

Vice President Chen said that achieving the bilingual education goals for 2030 will involve many challenges, but she is confident that NCKU’s accumulated experience will support its development.

This inter-university exchange and experience sharing will lay a solid foundation for the future development of bilingual education.
