Łódź City and University of Technology Delegation Revisited NCKU to Promote Bilateral Exchange and Renew Institutional Agreement
On the afternoon of June 6, 2025, Ms. Hanna Zdanowska, Mayor of Łódź City, led a delegation to visit National Cheng Kung University (NCKU). During the visit, both NCKU and Łódź University of Technology (TUL) signed a renewed institutional Memorandum of Understanding and a student exchange agreement. The delegation included representatives from the Łódź City Government, Łódź City Council, Łódź University of Technology, and the Polish Office in Taipei. The visit aimed to deepen cooperation in academia and research, focusing on areas such as mechanical engineering, semiconductors, and aerospace engineering, with plans to explore future dual degree programs.
Deputy Mayor of Łódź, Mr. Adam Pustelnik, previously visited NCKU on February 26, 2025, leading a delegation that proposed several initiatives. These included strengthening inter-university academic collaboration and student exchange, promoting technology transfer and industry-academia partnerships, fostering real-world applications of R&D outcomes, and building a trilateral cooperation platform among Taiwan, Japan, and Poland to expand networks for innovation and technological exchange. Several months later, in conjunction with the establishment of a sister-city relationship between Tainan and Łódź, this return visit further advanced previous discussions. It also facilitated the renewal of the MOU and exchange agreement between NCKU and TUL, demonstrating both sides’ commitment to long-term collaboration.
Distinguished Professor Shyy-Woei Chang, Executive Vice President of NCKU, warmly welcomed the delegation and highlighted the significance of renewing academic cooperation with TUL. He expressed high expectations for future collaboration in joint research, faculty and student exchange, and fields such as smart manufacturing, sustainable development, and biomedical engineering. He also conveyed great confidence in the future cooperation between the two universities and cities.
Mayor Hanna Zdanowska expressed her delight in the growing interaction between the two cities. She mentioned the investment by Chi Mei Foods in Łódź and thanked the Polish Office in Taipei for its support in promoting bilateral exchange. Professor Krzysztof Jóźwik, Rector of TUL, shared his enthusiasm about renewing cooperation with NCKU, looking forward to deeper academic exchange and eventual dual degree programs. He noted that such initiatives would broaden student research perspectives and create new pathways for talent development. Director Cyryl Kozaczewski of the Polish Office in Taipei emphasized that science plays a crucial role in this relationship. With recent advancements in academic, scientific, and industrial cooperation, the establishment of the sister-city partnership makes this visit even more exciting.
To strengthen bilateral interaction, Executive Vice President Shyy-Woei Chang introduced the NCKU representatives before the start of the briefing session and outlined the university’s achievements in University Social Responsibility (USR) as well as cooperation between universities and local governments. He expressed hopes for more opportunities to learn from and collaborate with Łódź City and TUL. This was followed by a detailed presentation by Prof. Sherry Shu-Jung Hu, Associate Vice President for International Affairs at NCKU, who highlighted the university's development and research achievements. She also introduced the MOFA Taiwan-Europe Connectivity Scholarship program implemented by NCKU to promote talent exchange between NCKU and European universities.Vice Dean Yu-Lung Lo noted his shared background in mechanical engineering with the Rector of Łódź University of Technology, highlighting strong potential for future collaboration in drone and aerospace engineering research, as well as NCKU’s graduate programs in semiconductors.
Rector Krzysztof Jóźwik then presented an overview of TUL, noting that the university is a member of the European Consortium of Innovative Universities (ECIU). He also emphasized the university’s recent success in securing national research grants and expressed a desire to collaborate with NCKU in fields such as mechanical engineering, drones, semiconductors, and biotechnology.
Łódź (in Polish: Łódź) is the third-largest city in Poland and the capital of the Łódź Voivodeship, located in central Poland. The city’s name means “boat” in Polish. It is internationally renowned for its National Film School, often referred to as the "Hollywood of Poland." Tainan-based Chi Mei Foods has partnered with Poland's SuperDrob Group to establish a food production line in Łódź, laying a strong foundation for closer city-to-city relations.
Łódź University of Technology (TUL) was established in 1945 and is one of Poland’s leading technical universities. In the 2025 QS World University Rankings, it is ranked within the 1001–1200 range, with particularly strong performance in engineering fields. NCKU and LUT signed an MOU and student exchange agreement in 2011.
