As global technological competition and industrial restructuring accelerate, European Union nations are actively pursuing semiconductor self-sufficiency and resilient supply chains. On the opening day of SEMICON Taiwan 2026, Warsaw University of Technology (WUT), a top-tier university in Poland, led a delegation to formally sign a Letter of Intent (LOI) with the Academy of Innovative Semiconductor and Sustainable Manufacturing (AISSM) at National Cheng Kung University (NCKU). The agreement, signed on-site with WUT's Faculty of Electronics and Information Technologies (WUT FEIT), marks a joint commitment to advance talent cultivation, academic exchange, and scientific research cooperation between Taiwan and Europe.
The LOI was co-signed by Professor Wei-Chou Hsu, Dean of NCKU AISSM, and Professor Mariusz Malinowski, Vice-Rector for Research at WUT. Both parties will establish a long-term, solid partnership focused on semiconductor technology research and development, talent cultivation, and industry-academia collaboration.
Establishing a Two-Way Talent Cultivation Platform to Deepen Educational and Research Exchange
In his address, Dean Wei-Chou Hsu stated that the signing of this LOI formally unites NCKU AISSM and WUT FEIT in developing high-level semiconductor talent and forward-looking research collaboration. He emphasized that today's signing is just the beginning of a long-term collaborative relationship. Moving forward, both sides will actively promote researcher exchange, short-term training, and exchanges for undergraduate and graduate students, and joint research initiatives. They will also facilitate researchers in jointly applying for international collaborative research projects, continuously injecting innovative energy into Taiwan-Europe semiconductor industry-academia cooperation.
In 2026, the Taiwan-Europe Semiconductor Short-Term Training Program, sponsored by the Ministry of Foreign Affairs (MOFA), was held at NCKU. Among STEM students selected from Central and Eastern European countries, over 20% were from Poland. During the program, these students received professional training in advanced semiconductor fabrication processes, visited operational wafer fabs and cleanrooms, and completed basic courses in Mandarin Chinese. This initiative annually expands a European talent pool that possesses both professional semiconductor training and cultural familiarity with Taiwan. NCKU AISSM will focus its cooperation with WUT on selecting and sending more outstanding engineering and science talent to NCKU for training, thereby continuously accumulating the energy of Taiwan-Poland technological talent development.
WUT Vice-Rector for Research Professor Mariusz Malinowski responded positively, affirming that both Taiwan and Poland possess outstanding talent and research capabilities. WUT fully supports joint talent cultivation and collaborative efforts between professors on bilateral international research projects. On-site, Malinowski also engaged in an interactive dialogue with NCKU graduate students, warmly welcoming them to exchange at WUT and experience the scientific and cultural beauty of Poland.
NCKU Showcases Advanced R&D Milestones at SEMICON Taiwan 2026 The signing ceremony took place in NCKU's exhibition area, which also shows numerous R&D achievements. Under the theme of "Semiconductor Advanced Technology Research," NCKU AISSM displayed research breakthroughs in five critical areas: Silicon Photonics, High-Power Devices, Thermal Management, Advanced Packaging, and Wide Bandgap (WBG) Semiconductor Material Development. Furthermore, the booth highlighted achievements in industry-academia collaboration co-developed with prominent domestic and international companies, including LARGAN Group, SELVAC, SAMCO, POMME, Siemens, and Otsuka Tech Electronics, underscoring NCKU's vital role in semiconductor technology R&D, equipment innovation, and supply chain collaboration.
Top Taiwanese and Polish Universities Collaborate to Build a Solid Semiconductor Ecosystem
Poland has an excellent foundation in science education and a rich pool of technological talent. As the European Union gradually builds its semiconductor ecosystem, Poland is poised to become a vital technological development hub in Central and Eastern Europe. WUT is one of Poland's premier technical universities, boasting long-standing research excellence in fields such as electronic engineering, automatic control, information technology, and microelectronics. NCKU, renowned for its industry-academia collaboration, closely integrates its semiconductor academy with corporate operations. The collaboration between these two institutions highlights technological innovation and development, fulfilling the critical mission of top universities to combine fundamental scientific research with engineering applications for industrial use.
As influential research universities in their respective countries, WUT and NCKU each have approximately 22,000 students and a distinguished history of excellence in engineering, science, electronic information, and applied technology. The strong compatibility and complementarity of their academic disciplines offer exceptional opportunities for mutually beneficial cooperation in education, research, and innovation.
The two universities are currently progressing discussions on a university-level Memorandum of Understanding (MOU), with its signing anticipated in the near future. Building on their shared expertise in semiconductors, microelectronics, and advanced materials, future collaboration is expected to extend into a wider range of interdisciplinary research fields. Such cooperation is expected to enhance NCKU's international engagement by fostering research partnerships and academic exchanges with leading institutions in Poland and across the European Union.
