National Cheng Kung University has committed to university social responsibility and broadened the aspects of educational care. The university’s private kindergarten was established in the Cheng-Kung campus by the previous president Jer-Ru Ma in 1994 and open for the kids of the staff and faculty. Since 2017, the possibility of setting up a childcare area has been evaluated under the command of the president Huey-Jen Su. On February 1st, 2021, following the public childcare policy, the private kindergarten finished the transition to the non-profit kindergarten and relocated to Dong-Ning campus as green buildings combining retrospective and contemporary aesthetics. The kindergarten features inexpensive cost, qualified education, easily accessible location and disadvantaged priority, provides a high quality child care service for the staff of NCKU and its hospital, and also the citizens of Tainan City.

"National Cheng Kung University Non-Profit Kindergarten" is located in the East District in Tainan City. The land was offered by NCKU and the subsidy for facilities was provided by the Ministry of Education. The executive vice president Ching-Chang Lee indicated that the administrative team, the National Cheng Kung University Foundation (成大文教基金會) and the kindergarten have positive cooperation to change the knowledge power into practice act and form a better child care environment. Nowadays, there are 91 out 182 quota of people provided for the disadvantaged family from close communities. The transition from private into non-profit brings better child care quality. The subsidy from the government could not only reduce the family’s burden but also raise the teachers’ earnings.


With the postponement caused by the epidemic, the opening ceremony was held on December 29th, 2023, in Dong-Ning campus. The executive vice president Ching-Chang Lee was present on behalf of the president Su. The new president Professor Meng-Ru Shen (from February 2nd, 2023), the director and CEO of National Cheng Kung University Foundation(成大文教基金會) Han-Tao Chen and the deputy mayor of Tainan City Ze-Shan Ye were also present to view this important moment of the transition.


Professor Meng-Ru Shen, the previous dean of NCKU College of Medicine, mentioned that the kindergarten could deduct the commute time by 1.5 to 3 hours per day and the care cost by 360,000 in 3 years. Driving his own daughter by bike was his best memory in NCKU. Also, he indicated that it is the basic promise to make the staff’s happiness for a university and the transition of the kindergarten is the starting point. The baby care center for full month babies has been predicted now.


The NCKU non-profit kindergarten is the first university kindergarten changed from private to non-profit in Taiwan. Since the establishment in 1994, the non-profit idea has been committed to taking care of kids of the staff. The deputy mayor Ye indicated that the mayor of Tainan City Wei-Che Huang pays lots of attention to take care of young families. He appreciated that NCKU does the best for university social responsibility and provides 50% of the quota for the disadvantages.

The kindergarten area was the Dong-Ning dormitory of NCKU built in the 1960s. The idea of this rebuilding is the combination of bringing the old house new life and setting a good educational environment for kids. There are indoor reading room and outdoor playground with large space. Besides, the area is surrounded by a precious old banyan tree, a mango tree and a camphor tree not only as an educational nature resource but also green the whole area.


The director and CEO of National Cheng Kung University Foundation (成大文教基金會) Han-Tao Chen is also the CEO of NCKU Alumni Association Center. He said that the 230,000 alumni could be the next target of the kindergarten. The kindergarten could be the attraction of NCKU and the Tainan City and even attracts parents moving in.

To provide a safe, healthy and joyful environment, the kindergarten pays high attention to sanitary equipment, fire apparatus and safety systems. All the facilities are “children-oriented”. In addition, The green building materials and “energy label” attached appliances are not only good for health but also bring the concept of eco-environment to the kids’ daily life.


There are a total of 7 classes in "National Cheng Kung University Non-Profit Kindergarten" and the 182 quota of people. The quota is for the child and grandchild of the staff of NCKU and its hospital first. Under the goals of taking care of staff, the disadvantages and the community, the kindergarten works with the Tainan City government to provide the left quota for the kids needing help in priority and then other kids.
