2023 Taiwan Southern Consortium of Universities for Human Research Ethics Meeting was held on January 13th afternoon in the Kuang-Fu campus of National Cheng Kung University. There were nearly 40 universities, the members of the Taiwan Southern Consortium of Universities for Human Research Ethic, attended.
Since 2010, NCKU has promoted implementation of the Governance Framework for Human Research Ethics project, under the goal of forming the ethics of various study fields such as the humanities, sociology, engineering, education and management. Dr. Ching-Chang Lee, the Executive Vice President of NCKU, indicated that there are more and more schools, government organizations and national research centers going to join the consortium. The consortium plays an important role in the communication of each office of research and development. In the future, the consortium would continue advancing the quality of research ethics by establishing the rigorous ethics review consulting channels and integrating the resources.
In 2022, "Human Research Ethics Committee" passed the examination by the Ministry of Education again. It signed the contracts with over 60 universities and organizations to make the researchers submit projects for research ethics review with confidence. Su-Ling You, the director of the Research Center for Humanities and Social Sciences, indicated that it’s the support of the partners to allow NCKU to pass the quadrennial examination by the Ministry of Education. She believed that the hard work cooperated by all the committee members could make the research ethics standards reliable enough for the public.
The Taiwan Southern Consortium of Universities for Human Research Ethics was established in 2012 and has been joined by over 50 universities from the middle, the south and the outlying islands areas. The consortium established a professional research ethics consultation channel and integrated the resources by cooperation with other organizations. Besides the regular report and discussion, in the meeting, Professor Shu-Qing Kuo from the department of law of NCKU, the chairperson of the Human Research Ethics Committee and the vice director of the Office of Academic Integrity shared the differences between “academic ethics”, “research ethics”, “IRB” and “HREC”.
Yu-Pei Chen, the director of traditional Chinese medicine and the medical secretary of the Tainan Hospital of the Ministry of Health and Welfare, explained the important regulation revisions related to researchers to the attendees. For example, from January 1st, 2023, the age of adults in the civil law was revised down to 18 years old.
Because of the epidemic, the Taiwan Southern Consortium of Universities for Human Research Ethics paid more attention to the promotion of online courses. For example, the “research ethics practice workshop” course focusing on interaction provides the research ethics information and educational hours to the researchers and gains praise.
