NCKU and the Ministry of Labor jointly launch the Kaohsiung-Pingtung-Penghu-Taitung Semiconductor Job Training Colony
On behalf of the President of NCKU, Meng-Ru Shen, the Dean of the NCKU AISSM, Yan-Kuin Su, together with Meng-Liang Tsai(蔡孟良), Director of the Workforce Development Agency, Ministry of Labor, Da-Sheng Luo(羅達生), Vice Mayor of Kaohsiung ,Huey-Jen Su, the host of NCKU's "Training Center for Semiconductor Industry Talents" program, Yu-Chi Wang, Vice Chairman of WIN Semiconductors Corp. , and Chung-Kuang Chen, Business Administration Group Deputy General Manager of Ta Ya Electric Wire & Cable launched the Kaohsiung-Pingtung-Penghu-Taitung semiconductor vocational training colony.
Meng-Liang Tsai, Director of the Workforce Development Agency, Ministry of Labor, attended the event on behalf of the Minister Ming-Chun Hsu(許銘春). Tsai said that in recent years, Taiwan's semiconductor industry has gradually emerged as an advantage under global competition, and talent training requires "finding the right direction and partners" to create opportunities. In the past, the Ministry of Labor mainly trained middle-level technical talents, but this time, the Ministry cooperated with NCKU to launch high-level talent training, which is believed to be a sustainable base for talent training.
The Dean of the NCKU AISSM, Yan-Kuin Su, said that the NCKU AISSM is getting better and better with the cooperation of the government, industry and partner schools. There are about 80 students in the master's program and 20 students in the doctoral program each year, and there are more and more foreign students from Eastern and Central Europe and Southeast Asia, including Slovakia, Lithuania, Poland, and the Czech Republic from India and the Philippines. It is expected that the launch of the training base for semiconductor industry talents will attract more talents to drift to Southern Taiwan.
Da-Sheng Luo, Vice Mayor of Kaohsiung City, said, "We admire the vision of Director Meng-Liang Tsai and thank President Su for promoting the establishment of a branch of theAISSM in Kaohsiung during her term of office, which helped to boost the confidence of manufacturers to enter Kaohsiung. The Kaohsiung City Government is currently promoting AsiaWorld 2.0, and we hope that in the future this location will be a model for Kaohsiung's talent training and become a model base for semiconductor, smart, and sustainable talent cultivation.
In recent years, the semiconductor industry has continued to expand its recruitment focus to southern Taiwan, and the Great Southern continues to build a complete industrial chain by taking advantage of its vast hinterland. NCKU AISSM is the only school in Taiwan that has the advantages of cooperation with non-semiconductor companies, the most complete field, and the largest number of cooperative companies. In 2021, the NCKU AISSM will be established in Kaohsiung's Asian New Bay Area and will offer training programs in five major areas: chip design, semiconductor manufacturing, semiconductor packaging and testing, key materials, and intelligent and sustainable manufacturing.
The most important science and technology industry corridor in Southern Taiwan is becoming more and more complete with the interlinked science parks of NCKU, Shalun, Tainan and Qiaotou. According to 104 Manpower Bank's "2022 White Paper on Semiconductor Talent", 68.5% of job opportunities in the first quarter of 2022 are in the north, 17.4% in the south, and 12.7% in the central part of Taiwan. Compared to seven years ago, the share in the north decreased by 3.3 percentage points, the share in the center decreased by 0.5 percentage points, and the share in the south increased by 4.7 percentage points. The North is still the key region for semiconductor recruitment, but the South has increased significantly, surpassing the Central region.
In order to fill the semiconductor talent gap in southern Taiwan and to serve as a gas pedal for the continuous progress of the key industries in the Great Southern Region, the NCKU AISSM has joined hands with the Kaohsiung-Pingtung-Penghu-Taitung Branch of the Workforce Development Agency, Ministry of Labor to implement the "2023-2024 Regional Vocational Training Program for Industry Bases" since 2023 to cultivate industry professionals, conduct related vocational training courses, and provide integrated services for vocational training for industry bases. We also invite representatives from enterprises and teachers from colleges and universities in Pingtung, to form the "Industry Strategy Platform Committee" to start a dialogue on the curriculum planning, so that the course contents can meet the current industry trends, actively respond to the needs of the society, and build an ecosystem of semiconductor talents in the south. In addition to helping undergraduate professionals to advance to senior management and develop different career paths, the program also breaks the limitation of semiconductor-related background, allowing non-undergraduate job seekers to further their semiconductor expertise and become part of the semiconductor talent fleet.
The course will be offered to non-semiconductor related job seekers in June, and will provide basic training in IC design, package manufacturing, testing, materials and components, AI and IoT, net zero, sustainability, and other semiconductor industry related courses. 120 non-employed people and 40 in-service workers are expected to be recruited, and priority will be given to match with other companies such as ASE(日月光), PANJIT(強茂), YAGEO(國巨), Winbond(華邦) and WIN(穩懋) after the course.
The 45-hour "On-Job Training Course" held at the end of May will focus on professional courses, aiming to train students to become the future professional semiconductor technology integrators. The course includes practical exercises, including: overlay packaging technology, wafer scale packaging technology, system IC packaging technology, material analysis equipment, forward-looking memory packaging, and electrical failure modes.
President Tsai Ing-wen proposed the "Great South, Great Development" Southern Taiwan Development Plan in 2019. In April 2021, the Executive Yuan approved the plan to build the "Southern Semiconductor S Corridor", which will gradually attract world-class semiconductor makers in Kaohsiung and Tainan in terms of components, materials, equipment, wafer design and manufacturing, and packaging, and will also drive all sectors to invest in the construction of a complete semiconductor industry chain in Southern Taiwan.
Representatives from the central and local governments, including Geng-Hua Kuo(郭耿華), Branch Director of the Workforce Development Agency, Ministry of Labor, and Yu-Cheng Li (李雨蓁), Director of the Labor and Youth Development Department of Pingtung County, as well as representatives from schools in Kaohsiung, Pingtung, Taitung, and Penghu, Delta Electronics(台達電子), Diodes Inc (達爾集團), WIN(穩懋), ASE(日月光), UMC(聯電), YAGEO(國巨), Sinopec(中國石油化工), Winbond(華邦), PANJIT(強茂), 原子精製, and other partner companies of the School of Semiconductor and Sustainable Manufacturing attended the ceremony.
