To enhance seniors’ legal knowledge regarding farmland use, property inheritance, and fraud prevention, the College of Social Sciences, Department of Law, and Legal Service Club of National Cheng Kung University (NCKU), in collaboration with the Tainan Land Administration Law Association, organized the third session of the "Legal Education on the Protection of Elderly Rights in the Community" on May 10, 2025 at the Sinhua District Farmers’ Association in Tainan City. The event focused on the themes "Farmland Utilization, Asset Activation, and Sustainable Inheritance" and "Don’t Assume Seniors Are Easy Targets for Fraud".


Wei-Lin Huang, President of the Tainan Land Administration Law Association, emphasized that with rising farmland prices, elderly landowners have become prime targets for fraudsters. Farmland fraud cases are increasingly common. He expressed hope that such events would establish a model for community-based legal education, bringing legal knowledge closer to the elderly and promoting a new social consensus: "Inheritance without regrets, fraud prevention without blind spots."


Sponsored by the Ministry of Education’s Community Legal Education Program, the event was successfully held with support from You-Rong Lin, Secretary-General of the Sinhua Farmers’ Association, and Vice President Xiao-Li Dai of the Tainan Land Administration Law Association. Keynote speakers included: Prosecutor Yu-Ling Liao from the Taiwan Tainan District Prosecutors Office, presenting "Don’t Assume Seniors Are Easy Targets for Fraud", and Section Chief Jian-Ming Zhu from the Forestry and Nature Conservation Division of the Tainan City Government Agriculture Bureau, shared insights on "Farmland Utilization, Asset Activation, and Sustainable Inheritance", over 100 seniors attended, engaging in enthusiastic discussions. To celebrate the upcoming Mother’s Day, the organizers prepared carnation bouquets for participants and held prize quizzes and interactive sessions, creating a heartwarming atmosphere.


Prosecutor Yu-Ling Liao reminded seniors about the dangers of online fraud and emphasized key points to prevent falling victim to such scams. She pointed out that one should always verify whether the person can be found in real life and whether their true identity can be confirmed. She advised that establishing a trusting parent-child relationship is the safest and most effective protective network. For example, seniors can activate the "Real Estate Transaction Instant Notification" service by registering two mobile phone numbers and email addresses (not limited to their own). When there is any real estate transaction or related registration—such as sale, auction, gift transfer, spousal gift, trust, mortgage registration, document reissuance, seizure, provisional attachment, judicial transfer, mediation transfer, or settlement transfer—the land administration office will send SMS and email notifications to the designated recipients. In addition, to prevent seniors from making remittances, a deposit change SMS notification can be set up at the bank. To guard against identity theft and financial fraud, seniors can also visit the Joint Credit Information Center (JCIC) website to download the "Personal Registration Application Form" and apply for a "Financial Annotation (Credit Data Annotation)." Once this annotation is set, any financial applications involving the senior’s identity will be subject to restrictions.


Section Chief Jian-Ming Zhu from the Forestry and Nature Conservation Division of the Tainan City Government Agriculture Bureau, shared insights on "Farmland Utilization, Asset Activation, and Sustainable Inheritance." He explained the regulations and application procedures for permitted uses of non-urban land, the allowable uses of forestry land, how to file a simplified soil and water conservation plan, and the application process for greening and beautification of seedlings. In addition, he also introduced the geological and ecological conservation sites in Tainan City as well as its diverse wildlife species.


Associate Professor Wan-Ju Yeh  stated that through the instructors’ clear and accessible explanations on farmland revitalization, the legal risks associated with land owned by seniors, and self-protection strategies against fraud, legal education has successfully reached local communities. This initiative helps seniors become guardians of their own rights and strengthens their understanding of legal issues and their sense of participation in legal matters.


Real estate and legal experts, including Lawyers Mu-Han Huang, Wei-Long Wang, Yao-De Zou, and Land Administration Agents Li-Mei Xu and Sen-Gui Huang, provided on-site consultations, helping seniors understand property rights, inheritance disputes, and asset management. Many seniors expressed that the event equipped them with valuable knowledge on protecting their land and property rights and reminded their children to pay attention to managing family assets and legal risks. The fourth session of the Community Legal Education Program will be held on June 10 at Fuhua Night Market in Yongkang District, focusing on "Elderly Real Estate Tax Planning". Community members are welcome to join free of charge.
